Through the integration of science, engineering, education and design, we implement environmental programs and projects that increase the sustainability, health and evolution of our communities.

To lead a collaborative effort that enhances quality of life and shared prosperity in communities through environmental education and design.

Who We Are

We are a women-led collaborative of designers, scientists, educators and program managers who believe that multi-disciplinary teams are essential to addressing the complex environmental challenges our communities face. We partner with businesses and organizations whose values align with ours: integrity, environmental responsibility, and shared prosperity.

Who We Serve

Our philosophy is to approach a program or project holistically whenever we can, allowing the opportunity to serve multiple layers of community. We work closely with a diverse group of community members and organizations, municipalities, local stakeholders and the private sector. This allows for any single project to have a greater impact and build additional positive outcomes, maximizing the available resources.

Courtney Boyle, PE
Principal, Director of Technical Services

Courtney has a passion for connecting communities to place-based and practical sustainable design principles and practices. As a project manager and professional engineer with over 16 years of experience, she has managed technical municipal and other infrastructure projects, from the planning stage through construction, commissioning and post-project monitoring. Courtney is a licensed PE in Ohio, Pennsylvania, Washington and California. She specializes in stormwater and wastewater collection system planning, optimization and design, including low-impact design and green infrastructure facilities.

Joshua Boyle
Director of Education

Josh has been teaching Environmental/Earth Sciences from classroom to National Park wilderness for over 13 years. He is a facilitator trainer for Projects WET and WILD—Ohio EPA and Division of Wildlife-supported programs that provide educators with a core curriculum for environmental education. Josh believes that the greatest potential to teach and reach youth today is through community-based education that focuses on learning experiences that reflect future careers. Service and community building are central to his career; he has volunteered with organizations such as Laguna Canyon Foundation, The Mountaineers, Northwest Avalanche Center, Friends of the Mahoning River, Tandana Foundation, and the National Outdoor Leadership School.

Katherine Zodrow, PE, PHD
Senior Water Resources Engineer

Katherine is passionate about water, education, and enjoying the outdoors. She brings 8 years of experience in the environmental engineering field. During her first year as Senior Water Resources Engineer at ECO, Katherine has led the planning effort for the City of Warren’s Capital Improvement Plan, oversees Geographic Information System (GIS) data management, and develops and conducts project evaluations. She has also reviewed construction Stormwater Pollution Prevention Plans and conducted HydroCAD analyses for stormwater projects. For the City of Youngstown Ohio, Katherine has designed and led a Green Stormwater Infrastructure project. She has also assisted with Municipal Separate Storm Sewer System compliance for the City of Niles Ohio. Katherine is a licensed PE in Montana and looks forward to continuing to expand her skillset in the water resources field.

Sarah Pitell, PHD
Water Resources Engineer

Sarah brings a decade of water quality research and an academic pedigree of environmental engineering to ECO’s team, providing support in developing solutions related to comprehensive sewer infrastructure planning, regulatory compliance services, and data management and analysis. At ECO, Sarah works with stakeholders to achieve compliance with stormwater regulations and devises solutions that are tailored for the task at hand. Their prior research experience was focused on water quality at the University of Pittsburgh, The College of Wooster, and Colorado School of Mines, and they have worked in the public and private sectors in environmental compliance roles. Sarah is eager to continue to develop their expertise in stormwater and bring their zeal for problem solving to complex issues.
